The capacity of ZMCC GSM network is increasing by 40 perscent every year last three years.Corresponding,the density of base station and the repeated-use of frequency are increasing constantly. This will make the frequency planning work more frequent and more important. The research in this paper is based on the engineering practice of the planning and optimization of Zhengzhou mobile network. The collection and analysis of the measurement report are the main experimental methods in this paper. the Key Performance Indicators are the main way to evaluate. The paper is intended to research about the frequency planning method which based on MR. we do a lot of research on Schema Gsm Forte to improve the accuracy and efficiency of frequency planning. It also can save a great deal of material resources and manpower.So,the research of this subject is very important in the actual network optimization.In the first part of this article,it introduces the main GSM principle which may be involved. Then it introduces three frequency planning method: the traditional frequency planning method, the auto frequency planning method based on coverage forcast and the auto frequency planning method based on MR. We can see the difference of the working mechanism of them through the contrast. The coverage forcast reling on electromagnetic wave propagate model is uncertain. The large amount of MR increase the reliability and accuracy. So, Schema Gsm Forte is preponderant.The second part introduces the GSM radio link measurement,focused on dedicated mode.Then,it talks about how to use the MR in the automatic frequency planning method and the collection method of NOKIA MR. Schema Gsm Forte builds the network interference model using the arithmetic of carrier over interferer probability interferer matrix based on MR,instead of using the electromagnetic wave propagate model checking. And we can use less time to create the C/I matrix with higher eaccuracy. And also much less manpower and materials resource will be used.
